When importing or introducing motor and electric vehicles in categories M1 and N1, as a prerequisite for the first registration, all citizens are obliged to submit a proof of payment of the waste management fee for vehicles. So far, this charged by the Environmental Protection and Energy Efficiency Fund was reported to and paid through the through the Customs Administration of the Ministry of Finance or e-Customs. As of 31 March 2025, the reporting and submission of data to obtain a decision on the collection of the waste management fee for vehicles is carried out exclusively in digital form through the established Extended Producer Responsibility Register (EPRR/RPPO) https://rppo-fzoeu.gov.hr .
To use the EPRR, one must activate the user mailbox in the e-Citizens system, and the filling in of the application itself is done through the NIAS system, using a credential of a high or significant security level (e-ID card, m-Token, Internet banking). Upon payment, based on the decision sent to the user mailbox, payment confirmation must be uploaded the to the EPRR for verification. After the verification has been carried out and the notification received in the EPRR, citizens can register their vehicle at the technical inspection centre.
Correction of data on the importer/introducer, chassis number, weight or category of the vehicle is also done through the RPPO, regardless of when and how the decision subject to correction was issued.
Proceeds collected from fees for the management of end-of-life vehicles are used by the Environmental Protection Fund for the systematic disposal and recovery of end-of-life cars. According to the latest report of the Ministry of Environmental Protection and Green Transition on the management of end-of-life cars and tyres for 2023, about 25,000 old vehicles were disposed of in Croatia in this way. The national target, which is in line with the European directive, prescribes an overall annual recovery rate of at least 95% for end-of-life vehicles. Croatia exceeded this target with 97.74% in weight of end-of-life vehicles handed over for recovery.
