The Environmental Protection and Energy Efficiency Fund implements programmes for the energy renovation of family houses, and until 2024, more than 20,000 family houses across the country were renovated under this scheme. To exercise the right to co-financing of the energy renovation measures, such as thermal insulation, replacement of windows or the heating system, or installing PV power plants, citizens have to be owners or co-owners of the house concerned, they must obtain all necessary documentation, and they have to apply to the Fund’s public call when it is launched.
- A1 - a comprehensive energy renovation including improvement of the thermal insulation of the building envelope of the conditioned area by implementing at least one of the measures on the building envelope and the installation of energy systems using RES technology
- A2 - improving thermal insulation of the building envelope of the conditioned area by implementing at least one of the measures on the building envelope of the family house
- A3 - installation of technical heating/cooling systems and domestic hot water systems using renewable energy sources
- A4 - installation of technical systems for the production of electricity for own consumption using renewable energy sources

Why should you renovate your family
house to make it energy efficient?
Family houses comprise 65% of the dwelling stock in Croatia, accounting for 40%
of the total energy consumption at national level. The majority of family
houses in Croatia were built before 1987 and they have almost none or minimum
thermal insulation (energy class E and below). Such houses consume 70% of
energy for heating, cooling, and domestic hot water, and energy efficiency
measures can significantly reduce their consumption, in some cases as much as
up to 60% compared to the current one.
The Government of the Republic of Croatia, the Ministry of Construction and
Physical Planning, and the Ministry of Environmental and Nature Protection,
adopted on 27 March 2014 the first Programme of energy renovation of family houses, which has
been since implemented by the Environmental Protection and Energy Efficiency
Fund. The goal of the Programme is to increase energy efficiency of the
existing houses, to reduce energy consumption and emissions of CO2 into
the atmosphere, and to reduce the monthly costs for energy, with the overall
improvement of the quality of life. At the same time, the planning of such works
implies the engagement of the local companies and experts, i.e. it prompts
economic activities.
Amendments to the Programme were first adopted in 2015, the second amendments were adopted in 2020, after which the Government adopted the Decision
on extending the programme in 2021.
