Zagreb, 27 September 2024Citizens who installed photovoltaic power plants on their family houses in 2023 will have the opportunity to apply for a 50% retroactive reimbursement of the investment from the Environmental Protection and Energy Efficiency Fund. A budget of EUR 4,880,000.00 has been allocated for these projects, and the terms and conditions for applying to the call were announced today in the Fund's new public call promoting the use of solar energy to generate electricity in households.
The installation of PV and solar panels is one of the more significant steps in Croatia’s green transition, which the Fund, in cooperation with the line Ministry of Environmental Protection and Green Transition and the Ministry of Economy, supports through this and other available co-financing schemes. Eligible applicants to the Fund’s new public call are citizens who installed a PV power plant on their houses in the period 1 January - 29 December 2023 and received a permanent operation certificate. In addition, co-financing RES projects, including PV power plants, was also possible under the energy renovation of family houses scheme in March this year. Citizens who, for whatever reason, did not submit all the required documentation for the co-financing of PV power plants last year, and who qualify under the current terms and conditions, will have the opportunity to resubmit their application.
The basic condition for co-financing is the period of installation of the system and having obtained a permanent operation certificate, since the resources for this purpose are provided from a temporary fee defined by the Act on the Implementation of Council Regulation (EU) 2022/1854 on an emergency intervention to address the issue of high energy prices. The intention of that act was to invest the fee collected from the extra profit into house PV power plants, whereby citizens could produce electricity for their own needs in the greatest possible extent, thus achieving energy independence.
For those who qualify and submit the complete documentation, the Fund will, as previously, co-finance up to 50% of the investment cost, i.e. up to EUR 600 per kW of the installed nominal power.
Applications for this Public Call will be submitted solely electronically, through the eFZOEU information system with NIAS authentication and the use of high level of security.
The number of applications for co-financing of photovoltaic power plants in the last year shows a positive trend in the development of energy independence of households. This is also reflected in the interest shown in the energy renovation of family houses programme, for which a record 120 million euros were provided. Almost 12,000 applications were received, many of which included the installation of RES systems in households. This shows that our citizens are aware of all the economic and environmental advantages of this mode of producing heat and electricity. Resources for co-financing PV power plants will also be available in the upcoming period, both through the Fund's programmes and EU sources of financing.
